- 1.The capacity of a nation to develop, train, and run artificial intelligence using compute, data, and networks it owns and operates inside its own borders — under its own laws, and beyond the reach of foreign jurisdiction.
- 2.AI infrastructure whose training data, model weights, and inference never physically leave the country that depends on them.
- 3.By extension: the treatment of compute as national infrastructure — on par with power generation, telecommunications, and transport — rather than as a service rented from abroad.

- From sovereign (Old French soverain, “supreme, ruling”) + AI. In national policy use from the early 2020s, as governments recognised that renting compute abroad meant renting the judgement built on it.
